How can I accept credit card info securely?
I have built a website for a client with a dry cleaning business, who now wants to accept payments online. Because of the nature of the business, I can’t set it up like an online store with a shopping cart…he simply needs the customer’s credit card information to keep on file, so he can charge them automatically every time service is rendered. I suggested PayPal’s email billing, but the size of his customer base makes this impractical. I’ve been doing extensive research trying to find a solution, on databases, merchant accounts, php, etc., but nothing seems to fit my needs exactly. Besides, I’m much more of a designer than a programmer, and am feeling really out of my depth. I need something a little more idiot’s delight, if you know what I mean.
So my question is this: is there any way to accept and transmit credit card information which is simple enough that someone like me can set up, is easy for my client to access, and is, above all, secure? If this is impossible, as I have begun to suspect, what sort of company can I do this through? Is it a merchant account I need? Does anyone have any alternative solutions for me?
Any help would be GREATLY appreciated. I’ve been tearing my hair out for weeks over this, and it’s driving me nuts, but as a self-taught designer I’m trying to broaden my horizons and I’m determined to solve this! Thanks in advance!
Just to clarify: I don’t need a way for the customer to pay online. I need a way for them to submit their payment information, so that they can be billed automatically via the physical store, not the via internet, if that makes any sense?
Also, the cost of the service, as far as I know, is not an issue.
So I’m exactly sure how to solve this either, but I’d start with the company he currently uses for his credit card services in his shop. The one we use for ours has stuff already set up for use online, so that we wouldn’t have to use two different companies for that and thus pay for two different companies. Find out who he’s using and contact them, they may have what you need. Sort of like plug n play thing.
Additional: Yes I understand, they want to be able to take payments online. If you are using their current provider then it will be charged to the store.

It would help if you explained what your issue was with existing solutions and which ones you looked at. My advice might be very different if your complaint was "they’re too expensive" compared to what it would be if your complaint was "they’re too hard to set up".
I think what you want is called a "payment gateway". It’s a web site that somebody else has already set up. When people need to pay on your site, you pass their browser off to the gateway (along with information so the gateway knows how much to charge them and so on). When they make payment, the gateway passes them back to you.
Some payment gateways require you to have your merchant account with them. Others work with an existing merchant account. Rates vary.
I’ve linked to two such services. If that doesn’t do it for you, either punch "payment gateway" into your favorite search engine or let us know what issues you have with these solutions and maybe we can point you towards ones closer to your needs.
Consider hiring a specialist to do this for you. They may charge more than you would like to pay, but they may save you a lot of money by doing it right in the first place and finding you a service that charges less per transaction.
Update: It’s hard to give you advice with so little information, but your approach doesn’t seem sensible. When the people at the store want to bill someone, they should simply tell the system to bill them, they shouldn’t be manually handling the credit card numbers. That creates a huge host of security issues that can trivially avoided by a more sensible system design. The system already has the credit card and can have billing capability — why try to export the credit card into some other system that does precisely the same thing?
"Two systems" are almost never better than one. It sounds like they "sort of" want to have a web-based payment system but sort of don’t.
